In my opinion, the "monsoon" occurs when Rex is incapacitated by his alcoholism and the family is left completely without funds, leading to their move to West Virginia. Once there.... the family completely falls apart, and the children are not only neglected but abused. Rex and Rose Mary's reactions to sexual abuse are truly reprehensible.
