What do you think Jeanette's 10th birthday story tells us about Rex?

All Jeanette wanted forher birthday was for her father to stop drinking. He stops for awhile, but is unable to stop for any length of time. From this, we can infer that Rex Walls had an uncontrollable reliance on alcohol. Rex instead relies on empty promises he cannot fulfill.
