Yes

Rex claims he won the money gambling. I think it might be all his savings or even rent money. This moment gives Rex a little bit of redemption for the very rough childhood he gave his daughter. Despite abusive conditions that Jeannette lived under, Rex does love Jeannette: the money represents this love.
