Why was Jonas awed by the fact that his father had broken the rule?

Jonas couldn't believe his father had ever broken a rule..... no one broke the rules, but Jonas saw his father's name on the naming list, and "the fact that (Jonas') father had broken a rule at all awed him". When his father was twelve he broke the rule with his sister because he taught her how to ride a bike and she was eleven.
