Why does Jonas find the final rule in his instructions, "You may lie," so unsettling?

When Jonas is given the power of his position, he begins to realize that he has to make decisions that, every day, affect the feelings of all the people in the society.  Lying, which is such an egregious violation of trust, seems to go against everything Jonas might hope to accomplish, especially when he knows how everyone else is living and operating.
