Why do you suppose the people of Jonas' community chose to have a Receiver as the holder of all memories?

Its not from a specific chapter or anyhting it is a question about this utopia and the communities choices.

The community has embraced sameness and is happy to leave the care of history and its events behind them. They are complacent because they've never known anything different.
