Why do the other communities get to celebrate holidays and not Jonas’s?

In the book it tells us how he rides down the mountain on the sled, and when he gets down he thinks he sees lights in a house. Which were thought to be Christmas lights. Which means that community had holidays. I thought this book was in the future, when they got rid of family holidays?

Jonas's community was strictly regulated and controlled. The Elders made sure they had all the power and any "celebration" is related to conformity to the Elder's control. We really don't know what the community Jonas was sledding into is like. The meaning of the lights are speculation.
