Why can't The Receiver be released?

Because it would endanger the community

because it takes so long to train a new one

because the community would have to apply for a new one

or because of the previous failure

Well, immediately it would endanger the community. All those "bad" emotions and memories that the Giver absorbs for them would come flooding back. They were trying to train Jonas but I'd go with the first one for your answer.

The receiver can't be released because all the memories will be transferred to the rest of the community, and the people haven't experienced most of the things that the receiver recieved.

Because the reciver has all the memories and all the people in the community wouldn't be able to handle the memories.

The receiver can not be released because he holds all the memories that the giver gave him. If the receiver is released, all the memories will go back to the rest of the community. And most of the community would not be able to handle that.

Because that is we're all the memories are and if he wasn't there they couldn't handle off the memories.

If the receiver were to be released, the whole community would be endangered with the memories. For example, when the previous receiver failed, the entire community was burdened with the pains and surprisingly some joys of the world. That's why on Jonas's job rules/packet it says that he can't be released.
