Why can't Jonas congratulate the boy on his accomplishments?

Jonas cannot congratulate the boy or speak to his accomplishments because it might cause Benjamin to brag. Bragging is against the rules, thus, commending someone for what they've accomplished or complimenting them on achievements is improper as well.
