Obviously there was no line in the Giver. Everybody was "taken care of" but they paid for this with their freedom. Adults in the community had the emotional maturity of a 12 year old. I think that there are certain human rights that need to be controlled and protected. These include the basics of life like food, shelter, education, and health care. Beyond those, people must be allowed to feel the joys and the sorrows of life. They must be responsible for their actions and live with the consequences of life whether they are fair or unfair.
