What would be the hardest rule for Jonas to follow and why (the giver)

The Giver, Chapter 9, Jonas is reading the list of rules he got for being the receiver, we are doing this new format, P.E.E. writing (Point Evidence Example) and I don't really understand the example part.

Jonas reads that he is allowed to lie. This rule goes against all that he has been taught about language precision and the avoidance of exaggeration, such as using the word "starving" rather than "hungry." He wonders if all adults are allowed to lie, but he cannot confirm what the others have been told.
