You are right, the society is so controlled and structured that there is little room for anything to go wrong. People ride bikes or walk. Parents are given kids provided they conform to strict criterion. There are no major health ailments; genetic mediocrity has been weeded out. There is an established process to do everything from procreating to being born to dying. The word safety doesn't carry the same meaning as it might to us. All risk and worry is taken out of the community leaving only predictability and complete assimilation.
