How do people in the community seem to feel about being "released."? Why do you think they feel that way?

When a contributing member of the community is released it is a punishment. When the elderly are released it is considered a celebration. When an infant (newchild) is released it is a time for sadness.
The community feels this way because they have been conditioned to do so.
