at first why did Jonas misinterpret the givers job of transmitting memories of the past

Jonas misinterprets the Giver's job because he has no comprehension of what will be required of him as the Receiver of Memories. Jonas doesn't understand that the Giver holds "all" memories of times past, things that no one else remembers or knows anything about.
