The Elders watch the children closely until their assignment year. The Elders decide what the child will be according to their aptitude and temperament. They also want the child that best conforms to certain aspects of the community thus mitigating any future dissent. I think the citizens have no choice,. They can appeal their assignment but that puts them in the dangerous space of non-conformity. I think you need to consider your last question yourself.
