Did Madison prefer federalism or separation of powers

In federalists #51, madison talks about both, but what did he favor? Separation of powers is the three branches of government while federalism is one big government with several small ones.

Madison did not like factions. He felt that government should "extend the sphere, and you take in a greater variety of parties and interests." This leans more towards federalism.
