Spencer meant the poem as an allegory to his religion in his own England. The split between the Catholic and Protestant groups are personified in the battles of The Faerie Queene, which often represent the "battles" between London and Rome.Spencer only completed this epic poem. Still it is a celebration of virtues modeled after the Arthurian Legends.
