Shamhat is a temple prostitute. Gilgamesh advises the trapper to take her to Enkidu's watering hole so she can seduce him, and thus, tame him. As the story progresses, we see that Shamhat is far more than a prostitute. She's also a caring woman, who does succeed in taming the man and bringing him back to the city with him.

In contrast, Ishtar is all about sex and getting what she wants. Her actions are selfish, and her main purpose becomes to gain revenge against the man who scorned her.
