More and Giles strike up a conversation with Raphael Hythloday, Gile's well-traveled friend, who doesn't believe in the present system of government. Hythloday believes in Utopia, which he believes is the only true commonwealth. He lived in Utopia for five years, and he describes every aspect of it to Giles and More. Utopia, the novel, is based on his description.
