This is a pretty detailed question. I can make a general statement. The community has factions within it that are always at odds with each other. It, however, functions without people being injured or killed. Once the witch hysteria begins, villagers use accusations of "witchery" to settle petty arguments and squabbles. Many people die until the town is sparsely populated. That is when the town begins to disavow the court.
