At first he believes he can determine who is a witch and who is not.  He believes he is helping to rid the world of witches.  As he comes to know the popel of Salem, however, he begins to understand that all is not as it seems.  He begins to see the shades of gray instead of black and white.  The seemingly innocent Abigail is lying.  The seemingly wicked witches are being hanged for not confessing to a crime which they did not commit.  People have been whipped into hysteria, accusing others of witchcraft when minor accidents occur in their presence.  Most of all he sees John Proctor's behavior and comes to understand that perhaps it is Abigail and not John who is lying.  He wants the whole ugly business over with.
