At the end of the story, David recognizes the great city in Sealand as the city of his dream. Why does the novel begin and end with that vision?

In the beginning of the novel, David sets his sights on a vision.... a goal, or destination. In the end, Sealand is the destination, and everything that David has struggled to achieve has come to fruition.
