why Kotler especially abused Pavel?

I don't think Kotler specifically marked Pavel for his abuse. Kotler was abusive to everyone, even Shmuel is frightened of the man because of what he has seen in the camp. His abuse of Pavel is highlighted because Pavel is one of the novel's supporting characters. Many things go on behind the fence that are not mentioned because they do not add to the author's intended story.
