How Kotler treated cruel people like him ? Better than Bruno and others who had empaty ?

We never really see how Kotler treated his like-minded colleagues. Bruno’s father intimidates Kotler because he (Bruno's father) is his commander. I suspect that although Kotler might be congenial with other soldiers, he would not really have any friends.
