What Kotler thinked about good people like Pavel ,Elsa ,Maria ect. ?

Pavel was a Jew so Kotler treated him badly. I don't think Kotler shared the same view of "good" and "bad" than most people. He was a product of the Hitler youth and was indoctrinated early in his life. Kotler is a pretty minor character so I would not read too much into him.
