I don't think Kotler considered "good people" the same as the general population.

Kotler has become sadistic and embarrassed by his father who left Germany just when Kotler was becoming more important as a Nazi officer. He does not see people as good or bad; he sees them as someone that he can manipulate to meet his own needs and desires.
