End of the story

Why does the author state at the end of the story "Of course all of this happened a long time ago and nothing like that could ever happen again. Not in this day and age" ? (Page 216)

I think his statement is to be taken both ironically as well as darkly sarcastically. We know horrible things like genocide still take place all around the world. Humanity repeats similar terrors to the holocaust over and over again.
