Rosa becomes motherly after Max' arrival. She seems almost happy to have him. Maybe having him there makes her feel closer to her son. None-the-less, Liesel didn't see the explosion of anger she expected from her foster mother. She saw a woman thrilled to have someone enjoying her pea soup. I always thought there was more to Rosa than being grumpy to Hans!
