After Hans is sent off, it says "... Himmel street was swollen" does this mean something, if so what? Please help!!

I think this means that the people on Himmel Street were hurting. 

While Hans Hubermann and Alex Steiner were at their various fasttracked training camps, Himmel Street was swollen. Rudy was not the same—he didn't talk.
