why Franz hate and bullied Rudy ? Franz couldn't prosecute him because he didn't had any evidences that Rudy was opposite to nazi regime.

Franz was your standard bully who liked to go after people that he finds are different. Rudy was a sensitive boy with his own moral sense of right and wrong. Franz sensed vulnerability in this and bullied him.
