The central message of "The Bet" is that giving in to greed and impulse can negatively impact one's life. Both men who engage in this wild bet suffer. Nobody truly comes out a winner and no moral quandary is actually decided.

So, it's a paradox because there was no winner in a bet and it was tie when bets should normally have a clearcut winner.

I think so. It is a paradox because both men were wrong about their initial assumptions. I personally don't see it as a paradox but that is the closest fit to your question.
