Extra question: what was the point of adding the phrase to be exactly observeed by a master? If he wouldn't have added that then it would have been understandable to me

In context, Franklin is referring to the fact that the journeyman had no specific hours. He spent time at the printing office during set hours, and he also worked outside of those hours, meeting potential customers or business associates, who were unable to meet during the working day.
