The Autobiography of Benjamin Franklin

How did Benjamin Franklin get the money for the government of Massachusetts when there was no money in the loan office?

Chapter: Quarrels with the proprietary governers.

Scene: When Mr Quincy comes to solicits assistance for some provision for the Massachusetts assembly.

Extra question: Was it Massachusetts that would repay the Pennsylvania government after 1 year with a 5 percent interest, or was it Pennsylvania who would bear the loss?

From the text:

There was, indeed, little or no money at that time in the office, and therefore I propos'd that the orders should be payable in a year, and to bear an interest of five per cent.
