A lot of what happens is influenced by the goddess Venus looking out for her son Aeneas. So, for example, when Aeneas is shipwrecked at Carthage, Venus makes Dido fall in love with Aeneas. It is both Venus and Juno who get Aeneas and Dido to consummate (getting the loving going!) their relationship. Of the two, I'd say it was Dido who influences the relationship (she really wants Aeneas) rather than the other way around.
