Why is he planning to do this?

Huck ends the noval by announcing that aunt sally wants to adopt him now, so he needs to start planning on heading west since he tried to be civilized once before, and did not like it.

Huck is much more self-aware than he used to be. He now understands that being "civilized" does not equate to what is real or important in his life. Huck has developed his own sense of right and wrong. Moreover Huck knows that life as an "upstanding citizen" isn't for him. Huck knows that adventure and the unknown is the life for him, at least for the moment.
