The Adventures of Huckleberry Finn

One of the funniest speeches in the book, when read aloud, is pap's speech on government. What makes this speech so funny?

I've really never found this speech to be funny, although we learn from this speech exactly how racist Pap's character really is. Pap rants on and on about that "man from Ohio," who Pap only despises because of his race. He rants on and on about a man who is as classy and educated as Pap is ignorant and a drunkard. Humor might be found in their differences...... but the actual speech just isn't what I would define as humorous.
