How are the duke and the king punished? What is Huck's reaction to their punishment?

On his way out of town, he notices the duke and the dauphin, tarred and feathered, put on a train. Despite the two swindler's wicked ways, Huck feels badly for them,  “Human beings can be awful cruel to one another,” Huck reflects.
