How did Penelope and Junior's bond form?

Junior admires Penelope's blond hair and good looks; they become a "couple" and he learns that she has hopes and dreams that are focused on getting out of the small town and getting away from her racist father.  She is a volleyball player and very popular; yet Junior discovers that even she, as pretty and popular as she is, has troubles as evidenced by her bulimia.
