As the hot air rises, the erratic flow causes time-varying layers of hot and cold air to form above the hot radiator. These layers have different indices of refraction, so light rays encountering nearby points are refracted by slightly different amounts, causing a shimmering effect. This is similar to looking down at the bottom of a swimming pool and seeing the bottom appear wavy.
