The wrap is roughly isotropic when it is relaxed. When it is stretched, the molecules preferentially orient along the stretched direction and it becomes a linear polarizer. The wrap rotates the plane of polarization of the light that passes through the first polarizer, allowing some of the light to pass through the final polarizer.
