The falling magnet induces eddy currents through the pipe which produce a secondary magnetic field, and exerts an upward force on the magnet, as explained on page 972. The faster the magnet falls, the greater the upward force. When the upward force (and any friction between the magnet and the tube) balances the weight of the magnet, there is no net force on the magnet. It will be moving at terminal velocity.
