See Figure 21.8b. The electric field of the comb would still cause the molecules to become polarized. However, in this hypothetical situation, the negative and positive charges are repelled/attracted with the same force no matter what their distance to the comb, and there are an equal number of each charge type. There is no net force. See Figure 21.8c.
