When the strips of tape are peeled off the roll, electrons are transferred between the roll and the removed piece. The pieces each have the same charge (either positive or negative), and thus repel. When you then stick them together and peel one off the other, one piece gains electrons at the expense of the other. If one piece becomes positively charged and the other negatively charged, they will attract one another.
