When a substance cools relatively slowly, it has a relatively high specific heat capacity. As stated in the problem, water has a relatively high specific heat compared to soil. Another way to phrase this is that the ocean has a lot of "thermal inertia". Water is slow to warm up and slow to cool down. In the summer, when sunlight shines on both the land and water, the soil’s temperature rises more rapidly than the water’s temperature because soil requires less heat to raise its temperature. In the winter, the soil’s temperature drops more rapidly than the water’s temperature because soil requires less heat loss to lower its temperature.
