Initially, the person is at rest so the kinetic energy is zero and (since he is on the ground) the potential energy is also zero. After sometime, when he starts running, he gains kinetic energy which he transfers to the pole vault. The pole vault converts this kinetic energy into elastic energy and helps the person to land on the ground. The person has the maximum gravitational potential energy at the highest point which is converted to kinetic energy during his fall and finally he has zero potential energy and zero kinetic energy after coming to rest on the ground.
