We know that if the car is in rapid motion and the parking brake is applied then the rear wheels will skid (because the parking brake only affects the rear wheels) on the road due to the smaller kinetic friction of the rear brakes (because they are now locked) as compared to the static friction of the fonts wheels (which are still working). Thus, the rear wheels overtake the front wheels and the car may spin around dangerously.
