When the carnival ride spins, the people on the inside of the circle experience centripetal force. This centripetal force is directed towards the center of the circle. However, the mechanism itself is experiencing centripetal force. The bodies perceive the force as one that pushes them out of the circle, since the bodies are accelerating out of the circle in respect to the mechanism, which is accelerating inward.
