(a) As the current in the wire is constant, the magnetic field does not vary with time and thus the induced current is zero. (b) As the current in the wire is increasing, the magnetic field through the circuit is increasing and the magnetic field is directed out of the page. Thus, the circuit will induce the magnetic field into the page and as a result the current flows clockwise.
