Our bodies are warmer than $70^{\circ}F$. Air at $70^{\circ}F$ doesn't feel too cold because air is a poor heat conductor, and doesn't conduct heat too rapidly from our bodies. However, water is a better heat conductor and wicks heat rapidly from our bodies.
