In each case, the dropped toolbox has the same tangential/horizontal speed of the craft. For the space shuttle, this tangential speed is enough to keep the tools in orbit, in lockstep with the vehicle. For the jet, the tangential speed is not enough for the toolbox to "fall around the Earth" as discussed on page 190, and it falls toward Earth.
